Ms. Eden-Bishop is a highly qualified civil engineer with expertise in water resources planning and utility management. She is confident in leading, directing and managing multiple complex projects, programs and initiatives and has 30 years of experience in water, wastewater and recycled water planning, design, and construction for local agencies including: water resources, wastewater, recycled water, and hydroelectric master planning; state water rights and federal water service contract acquisition project management; irrigation management, grant, and watershed programs management; RWQCB regulatory compliance program management; and pipeline, pump station, treatment plant, and hydroelectric project development and management. As a utility manager she has successfully developed and implemented policies and programs, lead a combined community/ staff task force in setting controversial facility capacity charges for water, wastewater and recycled water service, and supervised and managed both engineering division and customer service department employees and functions including a $35M capital improvement program and $3M department budget, respectively.
