President/Senior Program Manager
Mr. Lind is the president and owner of EN2/SEA and has over 40 years of experience specializing in California, federal and local environmental regulatory compliance, feasibility evaluations, and agency/public consultations, and has specific expertise in public agency project and program-related planning, development, and operations. He designs and manages large, complex, and multiple-party projects, and works constructively with resource and regulatory agencies to identify, address, and resolve critical issues to secure project/program authorizations.

Mr. Lind has served in senior project manager consulting roles in planning, CEQA/NEPA, and permitting the construction of the $430 million, 340 mile long CA-OR 500 kV Transmission Project, the reconstruction of the $80 million Glenn-Colusa Irrigation District’s 3,000 cfs diversion on the upper Sacramento River, and the $30 million reconstruction of EID’s Hydroelectric Project 184 on the South Fork American River. From 2009 through 2015, Mr. Lind served as senior project manager for EN2/SEA’s license implementation consulting agreement with SMUD for the Upper American River Project (FERC Project No. 2101). For the City of Santa Clara, Mr. Lind is currently lead CEQA consultant for the relicensing and overlapping operations of the Silicon Valley Power/PG&E Buck’s Creek Hydroelectric Project (FERC Project No. 619). 

Regulatory programs in which Mr. Lind has extensive experience include the Federal Energy Regulatory Commission Hydroelectric Licensing, CEQA, NEPA, Endangered Species Act(s), Clean Water Act, Clean Air Act, and implementing regulations of AB 32. Mr. Lind’s participation on the Mountain Counties Water Resources Association’s Legislative and Governmental Affairs Committee and the Board of the Tahoe Prosperity Center helps him stay apprised of developing community and regulatory issues specific to the Sierra Nevada region.
